[\/et_pb_text][et_pb_text _builder_version=”4.27.0″ _module_preset=”default” hover_enabled=”0″ global_colors_info=”{}” sticky_enabled=”0″]Don Leow is director of human resources at the National Institute of Education (NIE), Singapore\u2019s national institute for teacher education, where he leads the HR function supporting NIE\u2019s faculty, research and professional staff. An IHRP senior professional, he brings over two decades of HR leadership across the public and transport sectors, including senior roles at MINDEF, MTI and GovTech, and more than a decade (July 2014 to August 2025) as chief human resources officer at SBS Transit. He serves on the NKF HR committee and is a member of the Singapore Institute of Directors.<\/p>\n

His work spans the full breadth of the HR function, from talent management and leadership development to organisational design, employee experience and workforce transformation. Across the public service and a large unionised transport operator, he has led HR through periods of growth, restructuring and change, positioning the function as a strategic partner to the business.
